NATO Member States' National Merchant Fleet and Seafarers

This report analyses the current state of NATO-owned merchant fleets and seafarers, highlighting implications of a decline for maritime security resilience, and makes recommendations to NATO members for improvement towards building a secure and resilient maritime sector. It was developed by Estelle Arnette, together with Nautilus International and the International Organization of Masters, Mates & Pilots. Ms Arnette worked for many years for the International Transport Workers' Federation and the European Transport Workers' Federation (published May 2025).
